Washington DC Skyline

Washington has no skyscrapers, and that is a matter of law. The Heights of Buildings Act of 1910 limits building height across the District to roughly the width of the street in front plus twenty feet, which in practice caps commercial construction at around 130 feet. There is no tall cluster because one is not permitted.

Every other city in this catalogue is modelled by capturing which towers rise highest. Washington is the opposite problem: a long, deliberately low horizontal line, punctuated by monuments that are exempt from the rule because they are not buildings in the Act's sense.

The Washington Monument is a 555-foot marble obelisk and the tallest structure in the city by a wide margin. The Capitol dome sits at the far end of the Mall, cast iron painted white, topped by the Statue of Freedom. The Lincoln Memorial is a low colonnaded block at the opposite end.

Obelisk, dome, colonnade. In a skyline with no height to arrange, those three shapes and the distances between them carry the entire recognition, which means the spacing along the base has to be accurate in a way it does not for a dense cluster. Compress the Mall and Washington stops looking like Washington.

There are no towers, so the composition is a horizontal line with three events on it. The Washington Monument is the 555-foot marble obelisk at the centre, the tallest thing in the city by a wide margin and the only element with real vertical presence.

The Capitol dome closes the eastern end — cast iron painted white, topped by the Statue of Freedom. The Lincoln Memorial sits low and colonnaded at the western end, with the Jefferson Memorial's shallow dome south across the Tidal Basin. The distances between them are the subject, which is why this is the one model where the spacing along the base matters more than any individual height.
